How much does a WMS cost?

What does the cost of implementing a WMS depend on? What are the different ways of licensing? Is the cost just software, or should it be looked at more comprehensively with auto ID hardware or a proper signage system? Is it possible to get a grant that will cover 70% of the cost of the system?
